For PvE,
Whirling Axe
Penetrating Chop
Executioner's Strike
For PvP, I'd say that Eviscerate would be a must.

Most people are recommending Eviscerate but isn't Cleave better for DPS? Eviscerate is a spike skill.

You should post an example (that was serious btw)
Anyways to the OP.
The two I use for Axe are Triple Chop and Eviserate. If its PVE, Triple Chop is better IMO because it hits more enemies and deep wound really isn't a big deal. In PVP though of course Eviserate is the king! Thats when you want to have a spike though.
So anyways, as a lot of ppl said Dragon Slash is a really good option and so is quivering blade. I use both of these elites and Im quite happy with all of them.
Still if you are planning to stick with axes, try Apply Poison, Triple Chop, Cyclone Axe, Exec. Works nice and makes everyone poisoned in the process

Cleave ever so slightly out-DPS's Eviscerate before you take deep wound into consideration, which is pretty pathetic, because once you add deep wound into the calculations any comparison between the two become a complete joke.
As a damage dealing warrior, it is simply unacceptable to not have a deep wound skill. Period.
Deep wound is just that powerful (some argue overpowered). Not having deep wound is not option. You'd be intentionally nerfing yourself.
That said, if you're going to run Cleave or Triple Chop, Dismember becomes your only option.
The problem with this is 2 fold:
1. Dismember does no additional damage on top of the deep wound (other than the AP from your Strength attribute).
2. Since it does no additional damage, using it a second time on a foe is near worthless (other than the small AP boast from your Strength attribute). So after you use it once on a foe, it just sits there wasting an attack slot on your bar that you could be using to deal additional damage after the deep wound has been inflicted.
That's where Eviscerate comes in.
Use it once for the deep wound and additional damge, then use it again and again as a second Executioners as long as that deep-wounded foe remains alive. It's two skills in one, so you'll be able to devote 100% of your attack slots to attcking 100% of the time.
For that reason, an Eviscerate warrior actually has 1 more attack skill at his disposal than a Cleave or Triple Chop warrior, because those warriors are forced to use Dismember (which, again, wastes a slot after being used once on a foe).
To summarize, Eviscerate is still the kings of elite axe attacks, in both PvP and PvE.
Eviscerate, Executioners, and Penetrating are your bread and butter attacks, as many in this thread have already mentioned. Most people throw in a 4th attack skill as well, such as Cylone Axe (my personal favorite), the Penetrating dupe, Disrupting Chop, etc. Whatever you like to use.
Fill out the rest of your bar with damage boasting skills (such as Sig of Strength and Tiger's Stance for example) and skills that keep you alive. Again, whatever you like to use.
Probably should go with Strength over Tactics though if you want max damage. Although that probably goes without saying.

Echo {Elite} - Enchantment Spell
For 20 seconds, Echo is replaced with the next skill you use. Echo acts as this skill for 20 seconds (real handy if you wont to spam a non elite attack soch as Executioners or a skill in general)
mesmer
.
Shadow of Fear - Hex Spell
Target foe and all adjacent foes attack 50% slower for the next 20-39 seconds (this one is more defense in nature but it works)
Necromancer
.
Vengeful Weapon - Weapon Spell
For 8 seconds, the next time target ally takes damage from a foe, that ally steals up to 15-51 Health from that foe
Ritualist
(the ritualist has a lot of skill and spells that bust up the effect of a weapon one of my guild member is experimenting with the warrior /ritualist and it look quit promising)
